DHS classification of Dredge spoil material: we have contacted <br /> Caryn Woodhouse of DHS and have been informed of only the need to <br /> show San Joaquin County in a clear, lucid and summary fashion how <br /> the applicable steps under Title 22 (i.e. Chapter 30) were taken. <br /> This was the subject of my September 13th letter to you. While <br /> we do not understand the County's insistence - for a written <br /> determination from DHS or the applicability of Section 66305 of <br /> the H & S Code, we are willing to thoroughly explain how the <br /> material has already been classified nonhazardous. <br /> 2. CSWMB Determination of whether a Solid Waste Facility permit <br /> is required: we have contacted the California Solid Waste <br /> Management Board and have been told that normally such a <br /> determination is -made by the County Health Department acting in <br /> the capacity of local enforcement agency (see the excerpt from <br /> the California Permit Handbook attached. ) <br /> 3. Revised project description: the total Oakland dredging <br /> project for both Sacramento and San Joaquin County disposal is <br /> 440, 000 cy. On Part A of the Use Permit Application submitted by <br /> George Raab Item #5 of the Operating Characteristics correctly <br /> stated that only 240, 000 of this total is proposed for placement <br /> in San Joaquin County at Lower Jones Tract. <br /> 4. Letters from owners: Provided by letter from Nomellini & <br /> Grilli dated November 16, 1989. <br /> 5. Revised Site Plan: A revised plan is attached hereto. <br /> 6. Barge Route on Regional Map: Attached hereto. <br /> 7. Calculation of volume of fill per linear foot of levee: <br /> 240,000 cu yd in 26, 000 linear feet, i.e. 9.2 cu yd per linear <br /> foot of levee. <br /> If I can be of further assistance, please let me know. <br /> sincerelyl <br /> William E.
