Diepenbrock <br /> 1515 Hope Street Suite 202 <br /> South Pasadena, CA 91030 <br /> ARCADY OIL CLASS III DRILLING MUD DISPOSAL SITE, HOLT, SAN JOAQUIN COUNTY <br /> The Cleanup and Abatement Order (C&A) issued to Arcady Oil on 11 October 1984 <br /> required that Arcady submit a plan for our approval for the investigation of <br /> soil and ground water contamination at the subject site. Arcady submitted this <br /> plan, and it was approved conditionally; some of the work required by the C&A <br /> has been done. <br /> We recently received the report entitled "Ground Water Quality and Soil Analysis <br /> for Closure of Arcady Oil Company Disposal Site, Holt, California". This report <br /> does not completely fulfill the requirements of item 2b of the C&A and, <br /> therefore, we consider this a draft document. Enclosed is a memorandum which <br /> includes staff comments on this report. We request that you resubmit this <br /> report within 30 days of the date of this letter. <br /> This report should include: <br /> 1. The three dimensional definition of the extent of 'designated' and 'haz- <br /> ardous wastes' deposited at the site. <br /> 2. The three-dimensional definition of the extent of ground water pollution <br /> both on and off-site which has resulted from the site. This definition <br /> should include plume velocity. <br /> 3. If numbers 1 and 2 cannot be completed with current information, then a <br /> plan should be submitted to gather the needed information. <br /> 4. A plan to evaluate the appropriateness of the WET test by doing pH analyses <br /> on the waste in the facility, and the underlying and surrounding materials <br /> and ground water. Additionally, Arcady may want to extract any stored <br /> samples with distilled water and compare the results to the WET results, <br /> 5. A plan to resample all wells within 4 weeks of the date of this letter. <br /> 6. Responses to all the concerns raised in the enclosed memorandum, with <br /> technical justification. <br />
