AUSTIN RD, MANTECA EQUIP 'T DESCRJMON: 1100 HP COOPER MODEL 8 GILA LANDFILL GAS FIRED ENGINE. WITH A LANDFILL GAS CONDENSATE INJECTION SYSTEM TO THE EXHAUST STACK. CONDITIONS 1 - No air contaminant shall be discharged into the atmosphere for a period or periods aggregating more than 3 minutes in any one hour which is dark or darker than Ringelmann 1 or equivalent to 20% opacity. 2 w- No air contaminant shall be released into the atmosphere which causes a public nuisance. 3 - Particulate matter emissions from any combustion source shall not exceed 0.1 grains/dscf(calculated to 12% carbon dioxide). 4 - Source testing to demonstrate compliance with permit conditions and all rules and regulations shall be conducted-within 90 days of initial start-up and on an annual basis thereafter. 5 - Source testing shnalltbe nducted using the methods and procedures approved by the District. The 0 f District must be notified 30 prior to any compliance source test, and a source test plan must be submitted for approval 15 days prior to testing. 6 - The results of each 'source test shall be submitted to the District within 60 days thereafter. 7 - The NOx emissions shall not exceed 1.5 g/hp hr and 83.7 pounds per day. Approval or denial of a PERMIT TO OPERATE will be made after an inspection to verify that the equipment has been constructed in accordance with the approved'pla.ns, specifications and conditions of this Authority to Construct, and to determine if the equipment canbe operated in compliance with all Rules and Regulations of the San Joaquin Valley Unified Air Pollution Control District. PLEASE NOTIFY THE DISTRICT COMPLIANCE DIVISION AT(209)545-7000 WHEN CONSTRUCTION OF THE EQUIPMENT IS COMPLETED. Unless construction has commenced pursuant to Rule 2050, this Authority to Construct shall expire and the application shall be canceled two years from the date of issuance. The applicant is responsible for complying with all laws, ordinances and regulations of any other governmental agencies which may pertain to the above equipment. DAVID L.
