E1 Dorado Street <br /> Stockton, CA 95202-1997 <br /> APPROVAL OF WORKPLAN, EFFLUENT AND RECEIVING WATER QUALITY ASSESSMENT (ERWQA), <br /> GROUND WATER TREATMENT SYSTEM, AUSTIN ROAD LANDFILL (CASE# 2148) <br /> We have reviewed your 11 November 1992, "Work Plan to Conduct an Effluent and <br /> Receiving Water Assessment" by EMCON Associates. The Work Plan is acceptable. <br /> In our 23 February 1993 phone conversation, the City of Stockton was advised <br /> to begin collecting samples as soon as possible for the ERWQA so that the <br /> ERWQA Report can be submitted by its 1 November 1993 due date. You stated <br /> that the City will not complete its formal procurement process until May 1993 <br /> and cannot begin to collect samples until that date. The City has continually <br /> used its contracting process as an excuse for non-compliance with waste <br /> discharge requirements. This is unacceptable. In a June 1992 meeting the <br /> City was informed of the urgency of completing the ERWQA quickly. On 14 <br /> August 1992, Order No. 92-143 was formally adopted by the Regional Board. <br /> Today is 25 February 1993 and the City is just beginning the process to <br /> procure a contractor to do the ERWQA. <br /> We request the City expedite its sampling effort by whatever means are <br /> available in order to meet the 1 November 1993 report deadline and to take <br /> advantage of the opportunity to sample Littlejohns Creek during winter and <br /> spring runoff periods. <br /> If yo have further questions, please call me at (916) 255-3136. <br /> ROBERT A.
