STATE OF CALIFORNIA GEORGE DEUKMEJIAN, Governor <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD— <br /> CENTRAL VALLEY REGION <br /> 3443 ROUTIER ROAD, SUITE A <br /> SACRAMENTO, CA 95827-3098 <br /> 13 December 1990 <br /> DEC 1 7 19,90 <br /> ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES <br /> Mr. Stephen Chen <br /> City of Stockton <br /> Austin Road Landfill <br /> 425 North El Dorado Street <br /> Stockton, CA 95202 <br /> NOTICE OF VIOLATION, AUSTIN ROAD LANDFILL, SAN JOAQUIN COUNTY ( CASE# 2148) <br /> Enclosed is memorandum regarding a recent inspection of the Austin Road <br /> Landfill . <br /> We find that the City of Stockton is in violation of Provision A4 of Waste <br /> Discharge Requirements Order No. 90-122 which prohibits the discharge of waste <br /> into surface waters. Trash and debris were found in the North Branch of South <br /> Little Johns Creek as well as the areas south and north of the Creek. In an <br /> 11 December 1990 phone conversation, you stated that you would find out if the <br /> operator had removed the trash and debris from the creek. We request the City <br /> to notify our office once all the trash and debris has been removed from the <br /> creek. <br /> The City submitted an Interim Grading Plan (IGP) for the Landfill on 1 October <br /> 1990 and it was approved by our office on 9 October 1990. In a 4 December <br /> 1990 phone conversation you stated that Phase I of the IGP had already begun <br /> and that you expect to complete grading of the entire landfill by December <br /> 1991 as specified in the IGP.
