6 A <br /> CENTRAL V LL ZONAL WATER UALi � O T OL BOAR® <br /> INSPECTTOk ,R* T. <br /> 13 December 1990 <br /> DISCHARGER: CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL <br /> LOCATION & COUNTY: STOCKTON, SAN JOAQUIN COUNTY <br /> CONTACT(S): STEPHEN CHEN <br /> (NOT CONTACTED) <br /> INSPECTION DATE: 8 NOVEMBER 1990 <br /> INSPECTED BY: ROBERT EVANS <br /> ACCOMPANIED BY: STEVE ROSENBAUM <br /> OBSERVATIONS AND COMMENTS: <br /> On 8 November 1990, Steve Rosenbaum and I inspected the City of Stockton's (City) <br /> Austin Road Landfill (ARLF) in southeast Stockton. First, we went to the Pacific <br /> Energy facility which takes methane gas collected from the ARLF and converts the <br /> methane gas into electricity for PG&E. This facility operates under WDR Order <br /> No. 88-208. No apparent problem was noted at the facility; however, we were <br /> unable to determine where the condensate from the power plant was being injected <br /> back into the landfill . <br /> Next, we proceeded to the west portion of the landfill which was inactive and the <br /> operators were apparently removing dirt for the daily cover on the active portion <br /> of the landfill . We noted several areas contained several cracks and depressions <br /> in the surface of the landfill . Steve Rosenbaum pointed out that unless these <br /> areas are repaired by winter, they would provide conduits for stormwater to enter <br /> the landfill . It should be noted that ARLF already has a ground water <br /> contamination problem. <br /> As we headed to the east portion of the landfill , we noticed a lot of loose <br /> windblown trash all over the top of the landfill . We also noted windblown trash <br /> and debris east of the active face of the landfill and in at least a 1000 foot <br /> stretch of the North Branch of South Little Johns Creek. This is in violation <br /> Provisions A4 of Waste Discharge Requirements Order No. 90-122 which states " The <br /> discharge of solid or liquid waste or leachate to surface waters, surface water <br /> drainage courses, or ground water is prohibited." Although a windstorm had <br /> occurred several days before, there should have been enough time to go out and <br /> remove the debris from the Creek. Also; wind blown trash and debris was noted <br /> at least a half mile southeast of the landfill in the neighboring farms. <br /> Next, we went to the area where the City is currently stockpiling sludge from the <br /> Stockton Regional Treatment Plant. Although the sal °,was covered with plastic <br /> and sandbagged, it was not covar ,, wi,t;h,,, a foot zf, soil as requested in our 7 <br /> March 1990 letter from our office. Additionally, sludge was now exposed since <br /> some of the pieces of plastic had blown up. The City needs to secure the plastic <br />
