AUSTIN ROAD LANDFILL 2 13 December 1990 <br /> CITY OF STOCKTON <br /> INSPECTION MEMORANDUM <br /> and put at least one foot of soil over the plastic and sludge as previously <br /> requested. <br /> Finally, as we left the site, we noticed a substantial amount of holes along the <br /> side of the landfill which were due to squirrels and other rodents dwelling in <br /> the north side of the landfill along the road. Although we noticed some rodent <br /> traps on the north side of the landfill , these traps do not appear to be very <br /> effective. I recommend that the City begin identifying other alternative for <br /> vector control . <br /> INSPECTION SUMMARY <br /> The landfill needs to be graded to prevent ponding and erosion from stormwater <br /> at the site. In addition to grading the landfill , the City needs to identify <br /> measures to eliminate the rodent population which are putting a substantial <br /> number of holes in the landfill cover. These holes create conduits for <br /> stormwater runoff to enter waste and form leachate. This will further exacerbate <br /> the current ground water contamination problem. <br /> The City of Stockton is in violation of its waste discharge requirements for <br /> allowing trash and debris to escape the active face of the landfill and entering <br /> surrounding surface waters (South Little Johns Creek) and neighboring farms. The <br /> City should install a larger retaining fence and City personnel should visually <br /> inspect the Creek and remove trash or debris from the Creek or surrounding farms. <br /> A""o 47—A. — <br /> ROBERT A.
