Additional concentration limits regarding the constituents of concern are
as follows:
Constituent Level Units Consideration
Tetrachloroethene 5.0 Ag/l PMCL
1,1 Dichloroethane 5.0 /ig/l PMCL
1,2 Dichloroethane 0.5 mg/l PMCL
Vinyl Chloride 0.5 Ag/l PMCL
The above levels are State -oTCalifornia Drinking Water Standards
Maximum Contaminant Levels (MCLs) .
6. The Environmental Protection Agency (EPA) and the Board have classified
this discharge as a minor discharge.
7. Federal Regulations for storm water discharges were promulgated by the
United States Environmental Protection Agency (USEPA) on 16 November 1990
(40 CFR Parts 122, 123, and 124) . The regulations require specific
categories of facilities, which discharge storm water associated with
industrial activity (storm water), to obtain NPDES permits and to implement
Best Available Technology Economical Achievable (BAT) and Best Conventional
Pollutant Control Technology (BCT) to reduce or eliminate industrial storm
water pollution.
8. The State Water Resources Control Board adopted Order No. 91-13-DWQ
(General Permit No. CAS000001) specifying waste discharge requirements for
discharges of storm water associated with industrial activities, excluding
construction activities, and requiring submittal of Notice of Intent by
industries to be covered under permit. This Order further specified that
if an individual permit is adopted for storm water runoff from a facility,
then the General Permit would no longer apply. These waste discharge
requirements function as the individual permit and provisions it contains
concerning storm water relieves the Discharger from seeking coverage under
the General Permit.
9. Storm water runoff drains from the proposed ground water treatment plant
and the landfill into the north branch of the south fork of Littlejohns
Creek, tributary to the San Joaquin River.
