AOL <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 90-122 <br /> FOR <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> NONHAZARDOUS SOLID WASTE MONITORING <br /> The Discharger shall monitor all wastes discharged to the Class III landfill on a <br /> monthly basis and report to the Board as follows: <br /> Report in Frequency of <br /> Parameter Units of Reporting <br /> Quantity discharged cubic yards Quarterly <br /> Type of material discharged - Quarterly <br /> Source(s) of material discharged - Quarterly <br /> Minimum elevation of discharge feet & tenths, Quarterly <br /> M.S.L. <br /> Capacity of landfill unit remaining percent Annually <br /> SLUDGE MONITORING <br /> The Discharger shall monitor all digested sewage sludge from the City's wastewater <br /> treatment plant which is to be used in the foundation layer of the final cover. The <br /> Discharger shall submit a report to the Board on a quarterly basis detailing the <br /> monitoring results and the suitability of the sludge for use in the foundation layer. <br /> Report in Sampling <br /> Parameter Units of Freguency <br /> Volume cubic yards Quarterly <br /> Moisture Content % moisture Once/500 cu yds <br /> ICRP Metals' mg/l Once/1000 cu yds <br /> Shear Strength2 psi Once/500 cu yds <br /> Compressive Strength2 psi Once/500 cu yds <br /> ' See Ground Water Monitoring Section for ICAP metals. The metals shall be <br /> reported as total concentrations. If the total concentration is greater than <br /> 10 times the Soluble Threshold Limit Concentration (STLC) for a constituent, <br /> a Waste Extraction Test (WET) using a citric buffer must be performed. <br /> 2 This parameter must be evaluated once/500 cubic yards, or as specified in an <br /> approved final cover design certified by a California Registered Civil Engineer <br /> or a Certified Engineering Geologist. <br />
