MONITORING AND REPORTING PROGRAM FOR -3- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> ' Inductively Coupled Argon Plasma Atomic Emission Spectroscopy (ICAP) may be <br /> used for analysis of these constituents only. <br /> 2 EPA Methods 601 and 602, or EPA Method 624 shall be used. All peaks shall be <br /> reported. <br /> The Discharger shall determine at each sampling whether there is a statistically <br /> significant increase over water quality protection standards for each parameter and <br /> constituent analyzed. <br /> The ground water surface elevation (in feet and hundredths, M.S.L. ) in all wells shall <br /> be measured on a quarterly basis and used to determine the velocity and direction(s) <br /> of ground water flow. This information shall be displayed on a water table contour <br /> map and/or ground water flow net for the site. <br /> SURFACE WATER MONITORING <br /> The North fork of South Little Johns Creek shall be sampled upstream and downstream <br /> of the waste management facility at the locations shown on Attachment "B" , which shall <br /> constitute the points of compliance for surface waters. Surface water samples shall <br /> be analyzed on a quarterly basis for the following: <br /> Report in <br /> Parameter/Constituent Units Of <br /> Total Organic Carbon mg/l <br /> Specific Conductance (field) Nmhos/cm <br /> pH (field) pH units <br /> Total Dissolved Solids mg/l <br /> Hardness (as CaCO3) mg/l <br /> WATER QUALITY PROTECTION STANDARDS <br /> Standards for Surface Waters <br /> Monthly surface water samples shall be taken from the locations shown on Attachment <br /> "B" for one year and analyzed for each of the parameters and constituents listed under <br /> "SURFACE WATER MONITORING" above. Analyses shall account for measurement errors in <br /> sampling and analysis. Data from these analyses shall be reported to the Board in <br /> accordance with the time schedule contained in Provision C.17 of the WDRs for use by <br /> the Board in determining water quality protection standards for surface waters at the <br /> site. <br />
