Box 2009
Stockton, California 95201
Re. Facility visit- Austin Road Landfill Site
Facility No.- 39-AA-0001
Dear Mr. Valinoti:
Compliance and Closure & Remediation Branch staff of the California
Integrated Waste Management Board (Board) visited the Austin Road
Landfill Site on September 18, 1992. The purpose of this visit was
to familiarize staff with the physical layout of the landfill as
well as to observe site operating procedures.
The overall condition and appearance of this disposal facility was
good. Board staff observed that operational violations (14 CCR
17684- Intermediate Cover and °14 CCR 17710- Grading of Fill
Surfaces) documented during last year's annual State Inspection
(September 19, 1991) had been corrected. Board staff are aware of
the amount of effort that was required by the operator to correct
both of these violations and were impressed by the quality of the
operator's effort.
It is readily apparent that you have developed and implemented an
effective enforcement program which emphasizes regular operator
contact through your monthly inspections. Mr. Wickes of your staff
is to be commended for establishing a positive working relationship
with the site's operators. It is through his effort and diligence
in following-up with necessary enforcement activity that has
brought this site into compliance with the aforementioned State
Minimum Standards.
It is also noted that your agency is taking appropriate enforcement
action with regard to violations of the site.'s Solid Waste
Facilities Permit. The April 2, 1991 Notice and Order issued to
the operator addressed the need for a permit revision and provided
the necessary terms and conditions for interim operation. A
proposal for a Final Revised Permit for the Austin Road Landfill
Printed on Recycled Paper--
