Board staff reviewed the <br /> Agreement with regard to requirements discussed with Messrs. <br /> Padilla and Wickes of your office on March 4, 1992 and summarized <br /> in Board correspondence of March 10, 1992 (Compliance Agreement- <br /> Leachate Control) . <br /> Staff offer the following suggestions: <br /> 1.
