San Joaquin <br /> Stockton, CA 95201 <br /> RE: Diesel Fuel ReleaseAtThe Austin Road Landfill <br /> Dear Greg: <br /> This letter is sent for informational purposes regarding the <br /> above-referenced matter. <br /> On August 20, 1991, at 9: 00 AM a Delta Container Roll-Off <br /> truck was traveling within the City of Stockton's Austin Road <br /> Landfill, on the access road leading to the current disposal area. <br /> The road was has a high center, measuring as much as 14 inches than <br /> the depressions along the sides of the road in which a truck's tire <br /> move. A fuel line from the Delta Container truck snagged asphalt <br /> debris located just beneath the dirt in the high center of the <br /> access road, resulting in a fuel leak. Approximately 100 gallons <br /> of diesel fuel were released in three nearby locations along the <br /> road. <br /> Immediately following the release, the Delta Container <br /> driver contacted an agent of Delta Container, Mr. Jim Blevins, to <br /> report the incident. Mr. Blevins in turn contacted Phil <br /> Giambastiuni and Phil Vespers of the City of Stockton and Al Anton <br /> of San Joaquin County Office of Emergency Services. Letitia Resch <br /> of the San Joaquin County Public Health Services (PHS) , <br /> Environmental Health Division also became aware of the situation. <br /> Shortly after the release, City of Stockton personnel <br /> disbursed clean soil over the three areas subject to the release <br /> to act as an adsorbent, thus preventing migration of the fuel. At <br /> Delta Container's request, I visited the area of the release within <br /> two hour or three hours of the release incident and observed the <br /> conditions and disbursement of the clean soil described above. <br /> At Delta Container's request, I and other staff from Forward, <br /> Inc. were dispatched to the release site on August 28, 1991 to <br /> perform excavation of affected soil. . Excavation confirmed the <br /> Recycled Paper <br />
