Ed Padilla
A compilation of the conditions, criteria, and requirements
established by the various approval agencies having
jurisdiction over the disposal site, including written proof
of permission.
List and include a current and dated copy of all permits,
requirements, etc. of other agencies such as: contract
agreement, WDR for the Energy system, fire protection
approval letter, monitoring and report program and any other
program to address the ground water contamination.
Additional Comments
Staff reviewed the financial assurance mechanism and
determined that it does not meet the requirements of 14 CCR
18284 and 18285.
The WDR #90-122 sets a time schedule for the completion of
verification monitoring and corrective active measure for
ground water clean up. This schedule must be implemented on
time.
On August 29, 1990, Leandro Ramos of the Board's Monitoring
and Compliance Section conducted an inspection of the
subject site. Violations of the State Minimum Standards for
Solid Waste Handling and Disposal were identified as a
result of Mr. Ramo's inspection. All outstanding violations
of the State Minimum Standards must be resolved, and the
facility must be in compliance before Board staff can
recommend concurrence in the issuance of a SWFP.
In a May 28, 1991 letter the CIWMB outlined certain concerns
about returning of condensate to the landfill. Please
detail how the Board's concerns have been addressed.
The Periodic Site Review (PSR) dated November 1988
referenced other documents. It is the policy of this Board
to require PSR's to be "stand-alone" documents. I recommend
the PSR be rewritten to meet these requirements. Attached
is a copy of the Permit site Review from the Permit Desk
Manual which describes what is to be included in the PSR.
Permit Review Report (PRR)
The May 21, 1990 PRR finds that there have been significant
changes at the subject site. I agree with that determination.
The specific findings, however are not consistent with the draft
permit and the RDSI.
