This schedule must be implemented on <br /> time. <br /> On August 29, 1990, Leandro Ramos of the Board's Monitoring <br /> and Compliance Section conducted an inspection of the <br /> subject site. Violations of the State Minimum Standards for <br /> Solid Waste Handling and Disposal were identified as a <br /> result of Mr. Ramo's inspection. All outstanding violations <br /> of the State Minimum Standards must be resolved, and the <br /> facility must be in compliance before Board staff can <br /> recommend concurrence in the issuance of a SWFP. <br /> In a May 28, 1991 letter the CIWMB outlined certain concerns <br /> about returning of condensate to the landfill. Please <br /> detail how the Board's concerns have been addressed. <br /> The Periodic Site Review (PSR) dated November 1988 <br /> referenced other documents. It is the policy of this Board <br /> to require PSR's to be "stand-alone" documents. I recommend <br /> the PSR be rewritten to meet these requirements. Attached <br /> is a copy of the Permit site Review from the Permit Desk <br /> Manual which describes what is to be included in the PSR. <br /> Permit Review Report (PRR) <br /> The May 21, 1990 PRR finds that there have been significant <br /> changes at the subject site. I agree with that determination. <br /> The specific findings, however are not consistent with the draft <br /> permit and the RDSI. <br />
