Ed Padilla
- 14 CCR 18222 (d) requires the RDSI include a general location
of the proposed disposal site shown on a map of at least the
scale size equivalent to a 1: 24, 000 USGS topographical
quadrangle. Such maps shall show points of access to the
site. The map intended to meet this requirement is not
clear.
Please describe the provisions for turns across traffic,
stacking lanes, methods of preventing unauthorized access,
and locking of gates.
Give the estimated traffic volume and types of vehicles
using the site.
14 CCR 18222 (e) and (f) requires the RDSI include a plot
plan to identify and show distances to all structures. The
plot plan must be drawn to scale. If the disposal area is
not the entire site, setback areas and areas not to be used
for disposal are to be shown.
14 CCR 18222 (g) requires the RDSI include a description of
the sequence of development stages of the disposal site
operation, giving tentative implementation schedules for
development, usage site completion, and closure.
- The RDSI refers to drawings 1 and 2 , please submit a copy of
each.
- The amended March 1990 RDSI references the wrong Appendices.
The RDSI goes on to state that the 45 acres south of the
creek will have additional disposal capacity. Please note,
the WDR limits discharge only to the 135 acres north of the
creek.
The RDSI should describe the gas recovery system design
characteristics, as well as the spacing, depths, intervals
etc. , of the system and the intended function. Include a
map of the entire system and indicate the direction of gas
flow.
Describe the method and frequency of gas monitoring and if
it is passive or active system. Identify structures to be
protected by the gas monitoring and control systems.
Explain how these structures will be protected.
The RDSI should include the operator's experience with solid
waste operations and the names, addresses, and telephone
numbers of persons to be notified in case of emergency
should be included.
