PERIODIC SITE REVIEW <br /> Title 14, California Code of Regulations (CCR) , Section 17-Wft <br /> requires that all landfills be evaluated by a registered civil <br /> engineer at least once every five years. The engineer conducts <br /> the Periodic Site Review to determine if any design, operation or <br /> environmental controls at a facility need to be revised in order <br /> to protect the public health, safety and the environment. The <br /> Review also serves as assurance that the operator has received <br /> recommendations from a registered civil engineer that will allow <br /> for the correct operation of the facility with respect to its <br /> permit conditions. If the facility has had difficulty operating <br /> in complianc% with the State Minimum Standardv, the Review should <br /> address those changes in design or operation that would rectify <br /> the problems. <br /> The review is officially called a "Periodic Site Review". It is <br /> also known as a "five year engineering review", a "site review" , <br /> or simply "the review" . It is important to distinguish the <br /> Periodic Site Review from the Permit Review required by 14 CCR <br /> 18213. A Periodic Site Review is only required where there has <br /> been land disposal of waste, and is conducted by a registered <br /> civil engineer for the site operator or owner. On the other <br /> hand, a Permit Review is conducted by the Local Enforcement <br /> Agency (LEA) , is required of all solid waste facilities, and <br /> makes use of the conclusions and recommendations of the periodic <br /> site review. <br /> The purpose of this document is to provide guidance in the <br /> preparation and use of the Periodic Site Review. <br /> REQUIREMENTS OF THE PERIODIC SITE REVIEW <br /> A Periodic Site Review is required for all land disposal <br /> operations. It must be conducted by a registered civil engineer <br /> at least once every five years. The review is due five years <br /> from the issuance date of the facility permit. However, the LEA <br /> can request that the site be reviewed more frequently than once <br /> every five years. The conclusions and recommendations of the <br /> review must be compiled in a report, certified by the reporting <br /> engineer, and filed with the LEA and the Board. <br />
