Hall) , Corrective Action (T. Crist) , and Compliance (B.
Williams) staff met with Messrs. Padilla and Wickes of your office
and Mr. Robert Evans of the Regional Water Quality Control Board
(RWQCB) on March 4, 1992 to discuss concerns relating to the
revision of the Solid Waste Facility Permit (SWFP) for the Austin
Road Landfill Site (39-AA-0001) . Discussion centered around the
operator's (City of Stockton) .progress in correcting a violation of
Section 17704- Leachate Control, Title 14, California Code of
Regulations (CCR) .
As discussed at this meeting, the SWFP revision process can proceed
if:
1. The operator is making diligent progress in the im-
plementation of the 8/91 Corrective Action Plan that was
required to address the treatment of the site's con-
taminated groundwater.
2 . A "compliance agreement", that prohibits the
continued disposal of all landfill gas condensate
(including return condensate as well as condensate
collected by in-line traps) by a date certain, can be
reached.
As agreed to at this meetings
1. RWQCB staff will take the lead role in ensuring your
office and the Board that the operator is making diligent
progress in implementing the required Corrective Action
Plan. The pouring of concrete for the site's groundwater
treatment facility by May 1992 was discussed as a
compliance milestone.
Printed on Recycled Paper—
