Hall) , Corrective Action (T. Crist) , and Compliance (B. <br /> Williams) staff met with Messrs. Padilla and Wickes of your office <br /> and Mr. Robert Evans of the Regional Water Quality Control Board <br /> (RWQCB) on March 4, 1992 to discuss concerns relating to the <br /> revision of the Solid Waste Facility Permit (SWFP) for the Austin <br /> Road Landfill Site (39-AA-0001) . Discussion centered around the <br /> operator's (City of Stockton) .progress in correcting a violation of <br /> Section 17704- Leachate Control, Title 14, California Code of <br /> Regulations (CCR) . <br /> As discussed at this meeting, the SWFP revision process can proceed <br /> if: <br /> 1. The operator is making diligent progress in the im- <br /> plementation of the 8/91 Corrective Action Plan that was <br /> required to address the treatment of the site's con- <br /> taminated groundwater. <br /> 2 . A "compliance agreement", that prohibits the <br /> continued disposal of all landfill gas condensate <br /> (including return condensate as well as condensate <br /> collected by in-line traps) by a date certain, can be <br /> reached. <br /> As agreed to at this meetings <br /> 1. RWQCB staff will take the lead role in ensuring your <br /> office and the Board that the operator is making diligent <br /> progress in implementing the required Corrective Action <br /> Plan. The pouring of concrete for the site's groundwater <br /> treatment facility by May 1992 was discussed as a <br /> compliance milestone. <br /> Printed on Recycled Paper— <br />
