CALIFORNIA WASTE MANA "ENT BOARD r :-
1020 NINTH STREET, SUITE 300 "✓ a ,d
SACRAMENTO, CA 95614
44
JUN 121989 G,r
Mr. Alan Biedermann
San Joaquin Local Health District
Division of Environmental Health
P.O. Box 2009
Stockton, CA 95201
Subject: Austin Road Landfill
Dear Mr. Biedermann:
This letter will confirm our reply to the issues discussed on
May 24, 1989 at the meeting held at this Board regarding the
above facility. Present at the meeting were Martha Vazquez and
Cy Armstrong of Board staff, yourself and Ed Padilla of the
County Department of Environmental Health, and James Giottonini
and Stephen Chen of the City of Stockton Department of Public
Works.
The first issue discussed was the permitted decrease in the
amount of waste the facility can receive per day. The 1983 Solid
Waste Facilities Permit (SWFP) limited the facility to receipt of
280,tons per day, and the 1977-SWFP allowed approximately 512
tonser day (605, 796 cubic yards K
p per year) . After several
discussions with you, and review of the document entitled, "Solid
Waste Facility Permit Application - Austin Road Landfill Site,
9/77" it has been determined that an increase in tonnage was
foreseen by regulating agencies and the applicant. The reason
the daily tonnage was decreased in the 1983 SWFP will most likely
remain a mystery, as neither your office nor this Board has been
able to determine a cause for the reduction.
We share your opinion that the SWFP should be mo ified to allow
acceptance of up to 512 tons of waste per day. City of Stockton
Public Works should submit an application for p rmit modification
to your office. ,
The second issue discussed was an anticipated increase in the
amount of waste the facility receives to approximately 800 tons
of waste per day. An increase from 512 tons of waste per day to
a proposed 800 tons of waste per day would constitute a
significant change. At least 120 days prior to the proposed
increase the operator should apply for a revision of the SWFP.
Before this Board can c the issuance of a revised SWFP
this Board must make a Finding of Co o mance (California Code of
Regulations (CCR) Section 37932 et seq.-i.
