Other Requirements may also apply. These Requirements cannot be modified. A. This Department feels that this project, as it is proposed, should require a supplemental EIR for the following reasons: 1. The project will expand the footprint of the landfill into an area that has not been considered part of the original project for either of the sites. 2. The project will change the existing approved Class III expansion for Austin Road Landfill to a Class II and III expansion for Forward Landfill. 3. The changes that are proposed are not discussed in either of the original EIR project. 4. The proposed changes will change the amount of traffic through one gate. 5. The proposed changes will consolidate two solid waste permits that have different requirements for tonnage and waste types that can be accepted. 6. The proposed changes will expand the area that is available for the disposal of asbestos waste (ACW). The Austin Road Landfill was not previously intended for the disposal of ACW and will require the amendment of the waiver from the Department of Toxic Substance Control for the disposal of ACW. 7.
