10 <br />v <br />Mr. Bernard Vlach <br />August 13, 1991 <br />Page 2 <br />requires a landfill operator to collect landfill gas. As a <br />result, by not collecting the landfill gas no condensate would be <br />generated, however, the liquid would still remain in the <br />landfill. <br />on the other hand, by allowing us to continue to operate <br />until we can come to an agreement with the City of Stockton, the <br />City and the County receive the following benefits: <br />- Reduction of landfill gas surface emissions. <br />- Destruction of some of the liquids in the landfill which <br />are burned off with the landfill gas in our internal <br />combustion engines. <br />- Bringing existing liquid already inherent in the landfill <br />to the surface may actually delay the liquid from <br />reaching the aquifer. <br />- Destruction of methane and other compounds that are <br />considered harmful to the environment. <br />- Payment of royalties and property taxes by the facility <br />which may help the City and County pay for the ground <br />water clean up. <br />- Conservation of our nation's fossil fuel resources by <br />using a fuel that would otherwise be wasted. <br />- Reduction of our nation's dependence on imported oil (the <br />project saves approximately 12,000 barrels of oil each <br />year that would otherwise be used to produce a similar <br />amount of electricity). <br />What Pacific Energy is requesting from CIWMB and the Local <br />Enforcement Agency (LEA) is not the ability to continue returning <br />condensate indefinitely, but rather the time necessary to come to <br />an agreement with the City of Stockton prior to implementing the <br />various mitigation measures referred to above. <br />In the interim, we propose to immediately modify the <br />condensate return system by installing several return lines <br />instead of the current single return line. This will distribute <br />the condensate over a larger area and further reduce the <br />possibility of a plume. Additionally, we will undertake the <br />replacement of the existing collection system traps with new non - <br />returning sealed condensate traps over a period of time, but not <br />longer than it takes the City to complete the installation of its <br />aquifer treatment facility. <br />
