MAR 2 5 19N <br />ENVIRONMENTAL K-ALTH Revised March 21, 1991 <br />L <br />PERMIT/SERVICES <br />5 MITIGATION MEASURES <br />This section describes mitigation measures which are an integral <br />part of the project either as a result of regulatory agency <br />requirements such as the solid waste facilities permit or waste <br />discharge requirements. It also explains how the measures will be <br />monitored for effectiveness. <br />5.1.1 NOISE <br />A. Mitigation Measures: <br />Noise levels from on-site equipment is controlled by proper <br />maintenance of mufflers and other noisy equipment components. <br />B. Monitoring Plan: <br />City staff conducts frequent site inspections to ensure the <br />landfill operator is maintaining noise -reducing equipment <br />components. Local Enforcement Agency (LEA) and California <br />Integrated Waste Management Board (CIWMB) inspections will <br />also serve to ensure effective noise control. <br />A. Mitigation Measures: <br />Odor problems will be mitigated since wastes are required to <br />be covered with 6 inches of soil daily. The City will direct <br />changes in operating procedures if temporary problems develop. <br />B. Monitoring Plan: <br />City staff frequently inspects the site for compliance with <br />daily cover requirements. The LEA and CIWMB inspections also <br />ensure effective odor control. <br />5.1.3 LITTER <br />A. Mitigation Measures: <br />Litter is controlled by a fence(s) adjacent to active work <br />areas. Fences along the north and west perimeter provide a <br />second "Line of Defense" to catch wind-blown debris. The <br />entire landfill is regularly policed for litter by the <br />landfill operator. Litter along public roads leading to the <br />site is minimized due to San Joaquin County's policy which <br />requires tarps to be placed over open loads. <br />
