0 <br />B. Monitoring Plan: <br />Inspections by the City, LEA and CIWMB will reveal any litter <br />problems, should they occur. In such cases, the City will <br />direct the landfill operator to take immediate corrective <br />action. This action may include one or more of the following <br />measures: (1) installing additional litter fencing, <br />(2)confining the dumping area, (3) increasing the frequency of <br />clean-ups by the litter pick up crew. <br />5.1.4 VECTOR CONTROL <br />A. mitigation Measures: <br />The application of daily cover minimizes the potential for <br />vector control problems to occur. The City and Landfill <br />Operators regularly inspect the site for signs of vector <br />activity. When such activity is observed, the Landfill <br />Operator seeks advice from the San Joaquin County Agricultural <br />Commissioners office and takes appropriate corrective action. <br />B. Monitoring Plan: <br />The San Joaquin County Department of Health Services regularly <br />inspects the site to determine that the landfill is meeting <br />the vector control standards required by State Minimum <br />Standards for Solid Waste Handling and Disposal. <br />5.1.5 DUST <br />A. Mitigation Measures: <br />Dust from site operations is controlled by watering haul roads <br />and work areas when conditions create excessive dust. <br />B. Monitoring Plan: <br />The effectiveness of the landfill operator's dust control <br />measures are monitored through regular City inspections and <br />inspections by the LEA and CIWMB. If corrective action is <br />necessary the City will direct the landfill operator to <br />implement additional control measures, such as application of <br />calcium chloride or other dust suppressants. <br />5.1.6 FIRE PROTECTION <br />A. Mitigation Measures: <br />Landfill equipment and vehicles are protected from fire by <br />removing debris and dust from undercarriages and engine <br />compartments daily, and checking for and repairing oil and <br />fuel leaks. Any fire on the landfill can be extinguished by <br />landfill personnel using stockpiled soil cover and an on-site <br />water truck. The landfill operator is notified by the <br />Stockton Fire Department when a fire is reported after hours. <br />B. monitoring Plan: <br />Regular City inspections will be done to confirm the landfill <br />operator has an adequate stockpile of dirt to extinguish any <br />fires, that may occur in the refuse.
