March 21, 1990 <br />- TO: Morris Allen, Director of Municipal Utilities <br />FROM: James B.-GiottCfnini, Public Works Director <br />SUBJECT: SLUDGE HANDLING AT AUSTIN ROAD LANDFILL <br />We have received a copy of the letter from Jeffrey K. Tucker, <br />California Water Quality Control Board; regarding the approval of <br />Mr. Don King's proposal of covering the existing sludge pile at <br />Austin Road Landfill with one foot of dirt over the plastic <br />cover. <br />By reviewing Mr. King's proposal, we have questions and comments <br />as follows: <br />1. Where will the yearly 5,000 cubic yards of sludge proposed <br />to be hauled to the landfill be stockpiled since the <br />existing pile has already taken up the entire area <br />approved by the Board? <br />2. Will MUD be responsible for the separation of the dirt <br />from the sludge at the final cover•stage of the landfill? <br />As you know, the sludge is allowed to be used only as the <br />foundation material for the final cover, and special <br />compaction efforts will be required in order to accomplish <br />the relative percentage of compaction specified. It is <br />our understanding that if the sludge cannot meet the <br />required compaction, it will have to be removed from the <br />landfill and disposed of somewhere else. Also, it will be <br />difficult to separate the dirt from the sludge without <br />mixing it. Mixing the dirt with sludge will require <br />approval by the Water Board, as well as the Integrated <br />Waste Management Board. <br />3. How do you put one foot of dirt on top of the plastic <br />paper without damaging the cover? Also, how do you remove <br />the dirt without mixing the dirt and sludge? <br />4. --Z-..the dirt is loosely spread over the plastic, dust <br />control will be a problem.
