W <br />t <br />MEMORANDUM %qy <br />0c9, f <br />January 4, 1990 <br />`, <br />TO: Jim Giottonini, Public works Director <br />FROM: John Carlson, Community Development Director <br />SUBJECT: ZONING CODE/GENERAL PLAN/ENVIRONMENTAL REVIEW <br />COMPLIANCE AND PROCEDURES RELATED TO THE FIVE-YEAR ., <br />PERMIT REVISION FOR THE AUSTIN ROAD AND FRENCH CAMP. <br />LANDFILL SITES _. <br />In response to your request, please be informed of the following: <br />1. while private landfill sites and transfer stations require a <br />Conditi onal Use Permit in the City of Stockton, publicly <br />owned landfill sites (such as the Austin Road and French <br />Camp landfill sites) require only a "Location and , <br />Development Plan" (LDP) approval by the Planning Division or <br />Planning Commission as specified under the Public Lands' <br />District (P -L zone) regulations (copy attached), It should <br />be noted that the P -L District regulations were adopted in <br />1968 and that both the Austin Road and French Camp landfill <br />sites were established prior to that date and are, <br />therefore, not required to have a "LDP" approval for their <br />continued operations within their existing boundaries. Any , <br />substantial modifications or expansion of those sites, <br />however, will require a "LDP" approval. The proposed 5 -year ' <br />permit revision will not involve substantial modifications ., <br />or expansion of,the existing physical facilities or of the <br />site boundaries and will, therefore, not require a "LDP" <br />approval. <br />2. Both the Austin Road and French Camp landfill sites are <br />compatible with the City's existing General Plan and <br />proposed General Plan Revision (City Council review/adoption <br />scheduled for January 16, 1990). The revised General plan <br />Diagram includes a "Solid Waste Disposal Site" symbol on <br />each site. The underlying designation for the Austin Road <br />landfill site is "Institutional". The underlying <br />designation for the French Camp site is "Parks and <br />Recreation" which is the long-range (15 to 20 year) <br />projection for that site. The French Camp site will carry <br />the "Solid Waste Disposal Site" symbol indefinitely until <br />needed for parkland purposes. <br />3. As noted above, both facilities are located In an area <br />designated for solid waste facilities and the land uses <br />which have been authorized adjacent to the landfills are <br />compatible with those facilities. <br />
