OCT -24-1994 11:22 CIWMB <br />Local Enforcement A90i <br />5� <br />El <br />New State regulations to meet federal subtitle D approval require <br />that the owner or operator notify the Board that a closure plan <br />has been prepared and placed in the <br />if- ratingrecord (14 CCR <br />17256.60(d)). Compliance with 14 CCR 17258.60(d) is achieved if <br />a complete preliminary or final plan submitted in accordance with <br />14 CCR ls255 and PRC Section 43503 has been filed and the Board <br />and LF -A notified accordingly. if a landfill meets the conditions <br />for subtitle D time extensions, the notification should occur by <br />the effective date. For determination of subtitle D effective <br />dates refer to 40 CFR 258.10, as amended in Federal Register, <br />Volume 5s, No. 189, Friday, October 1, 1993. <br />In the event that the new State regulations to meet federal <br />Subtitle D approval are effective but preliminary plans are not <br />yet due, notification that certified initial closure and <br />postclosure maintenance cost estimates and financial mechanism <br />with supportinq documentation have been placed in the operating <br />record would be sufficient to address compliance with 14 CCR <br />17258.60(d).
