7-1 <br />WASTE DISCHARGE REQUIREMENTS <br />FOR CITY OF STOCKTON <br />AUSTIN ROAD LANDFILL FACILITY <br />CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />2 <br />5. Land within 1000 feet of the facility is used for agricultural and landfilling activities to <br />the south; the Northern California Youth Center to the north; and the Pacific Energy <br />methane gas recovery system on the west end of the site. <br />6. The soils immediately underlying the landfill are valley fill deposits consisting of <br />Cretaceous to Quaternary sediments. The first 20 to 40 feet are silty clay (CL) and <br />sandy or clayey silts (ML). Below this is an interval of sands (SM, SC, and SW) <br />down to 55 or 60 feet. Below this are more of the silts and clays down to at least 80 <br />feet. <br />7. The first water -bearing formation is approximately 70 feet below the base of the <br />landfill. The hydraulic gradient is generally to the north/ northeast. <br />8. The ground water contaminant plume beneath the site occurs in the Victor Formation <br />and recent alluvium and flows northeasterly toward the Stockton pumping depression. <br />The ground water flow velocity ranged from 6 to 1200 feet per year in 1993. <br />9. The beneficial uses of ground water are domestic, municipal, and agricultural. <br />10. The facility receives an average of 14.22 inches of precipitation per year as measured <br />at Austin Road Landfill between the years 1976 and 1986. <br />11. The 100 -year, 24-hour precipitation event for the site is 6.17 inches. <br />12. Surface drainage is to the North Fork of South Littlejohns Creek. The Discharger <br />proposes to reroute surface drainage to the sedimentation pond at the west end of the <br />site, as shown on Attachment "B" which is attached hereto and made a part hereof. <br />13. The beneficial uses of surface waters are domestic, agricultural supply, and ground <br />water recharge. The beneficial uses of the North Fork of South Littlejohns Creek are <br />propagation and sustenance of fish and aquatic life, recreation, and esthetic enjoyment. <br />OPERATION OF FACILITIES <br />14. The Discharger's current plans indicate that the existing Class III landfill facility will <br />reach capacity, at the earliest, by the year 1999. The total capacity of the disposal site <br />is 4,500,000 cubic yards. <br />
