WASTE DISCHARGE REQUIREMENTS <br />FOR CITY OF STOCKTON <br />AUSTIN ROAD LANDFILL FACILITY <br />CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />15. The City has accepted, on a one time basis, approximately 20.000 cubic yards of <br />digested sewage sludge from the City's wastewater treatment plant, and will accept <br />approximately 5,000 cubic yards of this sludge on a yearly basis. The sludge is <br />currently being stockpiled at the landfill. The sludge may be used in the foundation <br />layer of the final cover. <br />3 <br />16. The Discharger has submitted a Draft Environmental Impact Report for the proposed <br />Landfill Expansion Project dated December 1993. Under the proposed project the <br />landfill would expand horizontally by 218.5 acres providing approximately 48 years of <br />additional landfill capacity, accepting an average of about 1.160 cubic yards of waste <br />per day. These WDRs limit waste discharge to the existing landfill area. Revised <br />WDRs are required for the proposed expansion area. <br />17. The Discharger has implemented a periodic load checking program which consists of <br />daily random checks of incomingloads. Signs, prenotification programs, and <br />procedures for handling identified hazardous wastes have also been developed. <br />18. A Solid Waste Assessment Test and Verification Monitoring Plan. dated June 1989, <br />was submitted for the landfill. The report showed that there had been a significant <br />water quality impact at the downgradient ground water monitoring wells MW -1 and <br />MW -4. Volatile organic compounds (VOCs) were found in the downgradient wells, <br />and were confirmed with further sampling. Supplemental sampling results indicated <br />that VOCs were detected in California Youth Authority (CYA) wells CYA-1 and <br />CYA-2 at levels equal to or slightly above action levels, and in a private well at <br />8106A Austin Road. However, confirmation sampling results did not detect any <br />VOCs at either of the CYA wells. Further sampling at the private well at 8106A <br />Austin Road did detect VOCs. <br />19. A verification (evaluation) monitoring program was implemented in three phases to <br />determine the vertical and horizontal extent of contamination. Phases I and 11 <br />confirmed VOC impact along the entire downgradient edge of the landfill and in the <br />first encountered water bearing zone. In April 1991. Phase III indicated the <br />chlorinated hydrocarbon impacted ground water extends laterally as far as 1,000 feet <br />downgradient of the edge of the landfill and that the second water bearing zone <br />beneath the landfill did not appear to have been impacted. <br />20. The extent of the contamination is suspected to be extended by a recent finding of <br />VOC contamination in an agricultural well located on CYA property adjacent to <br />Austin Road approximately 3,750 feet downdradient of the landfill. <br />
