Box 388 <br />Stockton, CA 95201-0388 <br />LEACHATE CONTROL AT AUSTIN ROAD LANDFILL <br />The purpose of this letter is to provide information concerning the management of leachate <br />seepage at the City of Stockton's Austin Road Landfill. Currently, there is a small area of <br />approximately 5,000 square feet located on the north slope of the landfill where leachate is <br />seeping in very small amounts of about ten gallons per day. The seepage started a few months <br />ago and has slowed as the site has dried out. Because of this, its is expected that the seepage of <br />leachate will stop shortly. However, because this problem may occur again next winter, there is <br />a need to outline the steps that have be taken to manage the leachate seepage. <br />The current practice has been to provide a soil dike in order to retain the leachate. The retained <br />leachate is then dealt with through a combination of evaporation and dry soil cover. This <br />practice has proven to be effective. However, for next year we would like to have the option to <br />be able to collect and transport the leachate offsite for treatment and disposal. The City's <br />Municipal Utilities Department (MUD) has been contacted about accepting leachate for <br />treatment. MUD has stated they would accept leachate if it meets all of their requirements. <br />Therefore, we will be sampling and testing the leachate for the constituents noted by MUD as <br />well as for the parameters noted in the "Leachate Monitoring Program" in the draft Waste <br />Discharge Requirements for the Austin road Landfill Expansion. <br />The current practice will continue until the leachate seepage stops and will be used again next <br />year. If the flow increases to the point were retention and evaporation/cover is not sufficient then <br />collection and transport offsite will be used. <br />"STOCKTON ...
