Marshall, Chief Waste Discharge Land Unit <br />California Regional Water Quality Control Board <br />Central Valley Region Division <br />3443 Routier Road <br />Sacramento, CA 95827-3098 <br />Attn: Robert Evans <br />Enclosed is the annual and fourth quarter groundwater monitoring results for the City of <br />Stockton's Austin Road Camp Landfill as prepared by EMCON. The results include a <br />discussion of the data, tabular summaries, and a statistical evaluation. <br />The significant points made in this analysis show that the water quality is remaining steady or <br />slightly improving. During the third quarter testing, VOC's were found in MW -6 & 12. <br />However, no VOC's were detected in the fourth quarter testing of these two wells or in MW -2 & <br />7. A trace of toluene was found in MW -14, however, a single trace is not considered an <br />indication of a release but this well will be watched closely in the future. <br />For inorganic compounds the analysis indicates that MW -12 & 14 are not impacted by a release <br />from the landfill. In addition, the results from MW -6 & 7 show that the groundwater in the <br />second -encountered water -bearing zone is also not impacted. For a complete review of all the <br />data and analysis, you are referred to the attached report from EMCON. <br />The Austin Road Landfill accepts municipal solid waste from residential, commercial, industrial <br />sources with a total of 42,629 tons received in the fourth quarter and 143,503 tons received in <br />1995. The minimum elevation of discharge was 50 feet USGS with the overall area of fill shown <br />on the attached map. The remaining capacity at the end of the year was 15.6% which equates to <br />approximately 871,000 cubic yard when assuming an in-place density of 1200#/cubic yard.. <br />Concerning issues of compliance with State standards, the following items came up throughout <br />the year: <br />01/11/95 Record Keeping <br />02/02/95 RDSI not complete, Internal Roads not all-weather, Closure Plans not <br />complete, Record Keeping <br />i <br />03 <br />
