Mr. Scott Walker <br />March 25, 1995 <br />Page 2 <br />This combined with the good weekly and monthly inspection reports over the January/February time <br />period show that the City and the demonstration project have performed well. Therefore, the City <br />will not be terminating the project as is suggested in the Report. Since the project will be continuing <br />and because of the importance of this ADC project as a first step toward composting, the City feels <br />it is necessary to address each of the issues raised in the Report. <br />Under the "Problems Observed" section of the Report, there are four items. <br />Item #1 concerns the use of a geosynthetic tarp and includes this statement, "[t]he tarp has <br />limited approval for use and was never approved for more than overnight use." The attached <br />proposal for the demonstration project, which was submitted to and approved by the LEA, <br />contains the following statement in the introduction, <br />"[t]he geotextile blanket will serve as a back up alternative cover at Austin Road <br />Landfill in the event that ground green material is not available or wet weather <br />precludes the movement of green material and soil." <br />Clearly, the use of a tarp has been approved. In addition, no restrictions concerning "limited <br />approvar, or "overnight use" were included in the proposal and none of the inspection <br />reports notes a problem with the use of the tarps. Another issue raised under this item <br />concerned the "short supply" of green waste for cover material. In the proposal for the <br />demonstration project, the City obviously anticipated that the quantities of green waste <br />would not always be sufficient to meet the needs of daily cover. This is supported by the fact <br />that the City included a request to use the tarp in the event that "ground green material is not <br />available." Again, not one of the LEA's inspection reports notes ADC supply as a problem <br />or concern. <br />Item #2, states"[v]isquene plastic has been used as ADC at ARL. Visquene is not an <br />approved ADC." Gambi Enterprises, the City's landfill contractor, submitted a winterization <br />plan dated October 23, 1995 to the LEA for review and approval. Under section four of the <br />winterization plan, it states "[i]n the event that it is too wet to place soil cover over the <br />working face of the Landfill, then [sic] the working face shall be covered with Covertech <br />Tarps, visqueen, etc." Because the LEA had not objected to the use of visqueen in the <br />T:\WPW MOLIDWSnGREENWST\REPORT.RSP <br />
