There is a 20 foot wide access road that leads from the scale house to the winter pad (Figure 2, <br />page 3). It provides access to the winter pad. Upon exiting, vehicles will go out through a <br />gate in the fence along the north side of the landfill and proceed easterly to Austin Road. <br />III. PLACEMENT OF ALTERNATIVE DAILY COVER (ADC): <br />On Monday through Thursday, green waste grindings from the French Camp Landfill will be <br />used as ADC at the Austin Road Landfill (Landfill). On Friday, the working face of the <br />Landfill will be covered with 6 inches of soil cover. On those days when there is inadequate <br />green waste to cover the working face, then soil will be used to make up for the shortage in <br />green waste. <br />At the Landfill, the green waste will be stored upon the 30 foot by 125 foot crushed clay pad <br />until needed as cover. All green waste shall be used as cover within 72 hours of receipt of <br />same at the Landfill. A 980 Wheel Loader (or equivalent) with a 15 cubic yard bucket will be <br />used to place the green waste on the working face of the Landfill. <br />IV. PLACEMENT OF COVER DURING WET WEATHER: <br />Soil has been stockpiled adjacent to the winter pad for use as daily cover (Figure 2, page 3). <br />The soil cover will be placed upon the working face with a 623 Elevating Scraper. In case the <br />soil becomes to wet to move with the scraper, then the 980 Wheel Loader (or equivalent) will <br />be used to move the soil into place. To provide the 6 inches of cover, the Wheel Loader uses <br />approximately three times as much soil as the scraper requires, therefore the scraper will be <br />used whenever possible. <br />In the event that it is too wet to place soil cover over the working face of the Landfill, then the <br />working face shall be covered with Covertech 400 Tarps, visqueen, etc. The absolute <br />maximum amount of time that may pass without the Landfill being covered with soil is 21 <br />calendar days. If it appears as though it will take more than 21 days for the area to dry out <br />enough to place the soil cover, then Gambi will lease a 977 K Loader which would be able to <br />place the soil cover in wet conditions. The 977 K Loader uses approximately five times as <br />much soil as the scraper requires to provide the 6 inches of cover. The 977 K Loader is <br />available in the area and Gambi can have one at the Landfill within 24 hours after ordering <br />same. <br />As noted above, Gambi will try to place the soil cover over the Landfill on Fridays, but if this <br />is not possible they will place the soil cover over the working face on the next working day <br />(weather permitting). Each time Gambi places soil cover over the working face of the Landfill <br />they will notify the LEA. This will start the 21 day clock on when it is mandatory (regardless <br />of weather) that the soil cover be placed over the working face of the Landfill. <br />In case a big storm is predicted as moving into the area, Gambi may elect to cover the working <br />face with soil on a day prior to a Friday. If they do elect to cover early, they will notify the <br />LEA that they have covered the working face with soil. The placement of soil early, in case of <br />threatening weather, will not eliminate the need for Gambi to place the soil cover on Friday, <br />weather permitting. <br />According to the California Integrated Waste Management Board's Bulletin No. 19 (revised), <br />green material used as ADC can be left exposed up to twenty-one days before covering with <br />soil, if attendants are onsite during closed days.
