Therefore, Gambi is required to have an attendant on duty (from 6:00 am or sunrise until 4:30 pm) on days when the landfill is closed and the working face has been covered with green waste. The attendant on duty will be a landfill equipment operator who is trained in operating all of the equipment at the Austin Road Landfill. The equipment operator shall be directed (in case of green waste sloughing and/or washing down the operating face of the landfill) to use necessary equipment to place over the working face of the landfill. In the event that the green waste is too wet to place ver the working face of the Landfill, then the attendant shall cover the working face with C vertech 400 Tarps, visqueen, etc. V. DRAINAGE: (. Pe" ,P Va The storm water runoff will collect at the south toe of the soil stockpiled for use as cover material. Three 4 inch diameter pipes have been installed under the stockpile of cover material (Figure 2). If water ponds in this area, portable pumps will be placed in the low area and the runoff pumped through the pipes to the drainage ditch located between the dirt stockpile and the access road. The storm water from the remainder of the Landfill will be handled in accordance with the intermediate grading plan which was submitted and approved on September 21, 1990, by the State Water Quality Control Board. Approximately 5,000 cubic yards of soil has been stockpiled at the Landfill for use as soil cover on Friday of each week (Figure 2, page 3). It is estimated that the 5,000 cubic yards of soil will provide six weeks of cover. During the rainy season (November through April) the stockpile of dirt will be covered with visqueen to help keep the soil dry and useable as cover material. If more cover material is needed, it will be replenished during periods of dry weather. VII. SUMMARY: This Winterization Plan is designed to provide continual and uninterrupted service for the winter of 1995-96; with use of green waste as ADC, proper drainage, provision of adequate refuse space, and compliance with applicable rules and regulations.
