O. Box 388 • Stockton, CA 95201-0388 q/ii6wi
209/468-3420
March 20, 1995
City of Stockton
Dept. of Public Works
425 N. EI Dorado St.
Stockton, CA 95201
Attn: Mike Miller
Re: French Camp Landfill Gas Monitoring Work Plan, Dec. 2, 1994
Environmental Health Division (EHD) received the French Camp Landfill (FCL) Gas
Monitoring Plan dated December 2, 1994. An addendum to the plan was received on
March 14, 1995. This plan was submitted as required by CCR Section 17258.23
because quarterly gas monitoring sample results have shown methane gas exceeding
the lower explosive limit in FCL probes #2, #6, #7, and recently #3. Section
17258.23 requires the implementation of a remediation plan for the methane gas
release entailing a description of the nature and extent of the problem and the
proposed remedy.
FCL`s Gas Monitoring Plan proposes to place two additional gas monitoring probes
across the slough adjacent to on-site probes #7 and #2. This would supply further
information as to whether or not methane gas occurs on the other side of the slough
and may substantiate the theory of hydraulic barrier effects of the water as preventing
methane gas migration.
Please send information on exact locations of new probes showing distances in feet
from existing probes.
Probes #6 and #3 also showed excessive concentrations of methane. If any gas
monitoring probes show two or more quarterly readings exceeding compliance levels
a plan must be submitted to EHD as per CCR 17258.23.
A Division of San Joaquin County Health Care Services
