interested agencies and individuals; CDD also provided a copy of the Final EIR to agencies and <br />individuals who submitted comments on the Draft EIR during the 45 -day public review period; <br />and <br />Whereas, pursuant to Article 8, Sections 8.14, 8.15 and 8.16 of the City of <br />Stockton Guidelines for Implementation of CEQA, the certification of the Final EIR and adoption <br />of the related findings were scheduled for consideration at a public meeting conducted by the City <br />Council on September 6, 1994; and <br />Whereas, by this resolution, the City Council, as the lead agency under CEQA for <br />preparing the Final EIR, desires to comply with the requirements of CEQA, the State CEQA <br />Guidelines, and the Local Guidelines for consideration, certification, and use of the Final EIR by <br />the City Council and other responsible agencies in connection with the approval and later <br />implementation of the project; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF STOCKTON AS <br />1. That Final EIR2-90, (which is on file in the City Clerk's Office) is hereby <br />certified based on the following findings: <br />a. The Final EIR has been completed in compliance with the California <br />Environmental Quality Act (CEQA), the State CEQA Guidelines, and the City of Stockton <br />Guidelines for Implementing CEQA. <br />b.
