A copy of the resolution taking this action is <br /> attached (Resolution No. 96-0301). <br /> The Stockton City Council originally designated San Joaquin Local Health District as <br /> LEA on April 11, 1977 by Resolution No. 34,042. On July 1, 1989, San Joaquin Local <br /> Health District merged with the County and became known as San Joaquin County <br /> Public Health Services. On February 24, 1992, The City Council reaffirmed San Joaquin <br /> County Public Health Services as LEA for the City of Stockton. <br /> Resolution No. 96-0301 states no new local agency will be designated to replace San <br /> Joaquin County Public Health Services. Therefore, according to Section 18056 of Title <br /> 14 CCR, the California Integrated Waste Management Board (CIWMB) becomes the <br /> LEA for the City of Stockton. <br /> Before CIWMB officially takes over as LEA we invite you to have a staff person go with <br /> San Joaquin County Public Health Services on the monthly Title 14 inspections of <br /> Stockton solid waste facilities. This way CIWMB staff can get familiar with these <br /> facilities before assuming LEA responsibilities. <br /> JAMES B.
