.i <br /> 96- 0601 <br /> Resolution No. <br /> C T CITY COUNCIL <br /> WHEREAS, on April 11, 1977 (Resolution No. 34, 042) , the <br /> City Council designated the San Joaquin Local Health District as the <br /> Local Enforcement Agency ( "LEA ") for the solid waste program for <br /> the City of Stockton; and <br /> WHEREAS, on July 1, 1989, the Health District merged with <br /> the County and became known as San Joaquin County Public Health <br /> Services ( "SJCPHS" ) ; and <br /> WHEREAS, on February 24, 1992, the City Council reaffirmed <br /> Its original designation of SJCPHS as LEA for the solid waste <br /> program for the City of Stockton; and <br /> WHEREAS, it is estimated the City could -cut its annual LEA <br /> costs for the City landfills by up to 43 percent (about $45, 000) by <br /> switching from SJCPHS to California Integrated Wash Management <br /> Board ( "CIWMB" ) for LEA services; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF STOCKTON, AS <br /> FOLLOWS : <br /> 1 . That the City Council hereby withdraws the <br /> designation of San Joaquin County Public Health Services as the City <br /> of Stockton' s current LEA for the solid waste program. No new local <br /> agency will be designated to replace San Joaquin County Public <br /> Health Services . The California Integrated Waste Management Board <br /> will then become the LEA for the solid waste program within the City <br /> of Stockton. <br /> 2 .
