III. Environmental Setting, Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> The proposed project would be in conformance with both General Industrial stipulations. <br /> Although it would not require the infrastructure services listed in Policy 63(b),the proposed <br /> project would be in the City of Stockton Service Area. <br /> Development of Industrial Areas <br /> Policy 3: Industrial areas shall be grouped to reduce conflicts with surrounding land uses and <br /> to make efficient use of the services and facilities. <br /> Policy 4: Each industrial site should have frontage on a road developed to County standards. <br /> The planned industrial area shall have access on a minor arterial or higher <br /> classification roadway. The creation of flag lots should be prohibited. <br /> Policy 5: New industrial development shall be required to provide adequate services,access, <br /> parking,landscaping,loading and storage areas, and buffers. <br /> The proposed project would be near other existing landfills. The project would have frontage <br /> access with Austin Road, a County-maintained roadway,which would provide access to State <br /> Highway 99 via Arch Road and French Camp Road. All amenities would be provided in <br /> conformance with County and City of Stockton General Plans. <br /> Solid Waste Disposal <br /> Policy 3: Solid waste disposal facilities shall not cause contamination of surface or <br /> groundwaters, as measured by state standards. <br /> Policy 4: New sanitary landfills shall be located outside of. <br /> (a) urban or rural communities; <br /> (b) a 100 year flood plain; <br /> (c) view from a scenic route; <br /> (d) areas of significant extractive or vegetative resources;and <br /> (e) at least 10,000 feet from a Stockton Metropolitan Airport runway. <br /> Policy 6: The County's Waste Management Plan shall be the basis for Solid Waste collection <br /> and disposal. <br /> Policy 7: All development shall be consistent with the County's Waste Management Plans. <br /> The proposed project would be lined and run-on and run-off waters would be controlled. The <br /> project would be consistent and in conformance with the County's Solid Waste Management <br /> Plans. The project site is located outside of urban and rural communities and away from the <br /> viewsheds of County scenic routes. The portions of the project site proposed for development <br /> would be outside of the 100 year floodplain and would not contain areas of significant mineral or <br /> III.A.13 <br />
