III. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> General Plan 2010(Section 15125,CEQA Guidelines). Following are objectives and policies of <br /> the General Plan,along with interpretive analysis of how the proposed project may or may not <br /> be in conformance with those objectives and policies. <br /> Location and Character Development <br /> Policy 10: Development shall be compatible with adjacent uses. <br /> Policy 11: Development should complement and blend with its setting. <br /> Policy 13: Development shall not jeopardize public health and safety. <br /> Policy 15: Development shall minimize impacts on the County's resources. <br /> As discussed above,the proposed project would be adjacent to agricultural and landfill uses with <br /> which it would be compatible. A surrounding residence and youth detention center/women's <br /> prison would be located 500 and 1,900 feet,respectively,from the actual landfill operation. One <br /> residence would be displaced by the project. As with existing maintenance requirements, <br /> relatively few County resources would be required to maintain the proposed project. <br /> Infrastructure and Services <br /> Policy 23: Infrastructure shall meet the requirements and standards of the County and the <br /> operating agency. <br /> The proposed project would not draw upon County infrastructure. Leachate would be trucked to <br /> the City of Stockton's wastewater treatment plant for disposal. The landfill operation would <br /> generate its own gas and electricity and draw water from on-site wells. Potable water would be <br /> purchased and brought to the site in bottles. <br /> Industrial Development <br /> Policy 63: General Industrial areas shall be: <br /> (a) developed so that buildings occupy no more than 60 percent of the lot area and <br /> are no more than 100 feet in height; <br /> (b) located in areas served by,or planned to be served by, a wastewater treatment <br /> plant,a water system,and a drainage system,all of which shall be public, <br /> unless only one parcel is involved outside of a community. <br /> III.A.12 <br />
