III. Environmental Setting, Impacts, and Mitigations <br /> A. Land Use,Plans and Policies <br /> IMPACTS AND MITIGATION MEASURES <br /> Significance.Criteria <br /> CEQA Guidelines, Appendix G establishes that a project may have a significant effect on <br /> existing land uses if it would: 1)disrupt or divide the physical arrangement of an established <br /> community; 2)conflict with established recreational,educational,religious,or scientific uses in <br /> an area;or 3)convert prime agricultural land to urban use(or impairs the agricultural <br /> productivity of prime agricultural land). Appendix G also states that a project many have a <br /> significant effect on the environment if it would conflict with adopted environmental plans and <br /> goals of the community where it is located. Appendix I of the CEQA Guidelines indicates that a <br /> project would have a significant effect on the environment if it results in a substantial alteration <br /> of the present or planned land use of an area. A change in land use or a policy inconsistency is <br /> not by definition significant. <br /> Consistency with Plans and Policies <br /> City of Stockton and San Joaquin County General Plans and Zoning Ordinances <br /> The proposed project would be generally consistent with all relevant goals,objectives,and <br /> polices maintained by the City of Stockton General Plan and the San Joaquin County General <br /> Plan. (Refer to interpretive discussion of General Plan policies above.) The existing City of <br /> Stockton Zoning Ordinance does not yet include a zoning designation for the currently City- <br /> owned and annexed,existing Austin Road Landfill site. The City also owns the CYA expansion <br /> area north of the existing site, and intends to acquire the expansion area(Brocchini Property)to <br /> the south of the existing site. The City would either acquire or obtain easement for the third <br /> parcel in the northeast corner,between Austin Road and the landfill access road. This parcel is <br /> currently owned by the CYA. <br /> California Integrated Waste Management Act(AB 939) <br /> The proposed project would be conformance ance with the California Integrated Waste <br /> Management Act,as its projected operating life,fill rate and expected closure date are all based <br /> on calculations that assume full compliance with AB 939 by the City of Stockton. <br /> III.A.18 <br />
