III. Environmental Setting, Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> County Solid Waste Management Plan(CoSWMP) <br /> The proposed project would be in conformance with the San Joaquin CoSWMP, as the <br /> CoSWMP identifies the expansion of the Austin Road Landfill. <br /> San Joaquin County Airport Land Use Plan <br /> The San Joaquin County Airport Land Use Plan addresses height and landfill bird populations <br /> within 10,000 feet of airport runways. The proposed project would be in conformance with Plan <br /> restrictions on height, as the proposed landfill elevations would not exceed 150 feet MSL. The <br /> height limit for this area is 180.5 feet MSL. The proposed project would,however,be within the <br /> 10,000 foot-distant restriction area for landfills. Refer to Impact A.3 for discussion of airport <br /> land use impacts. <br /> iRegulatory Requirements <br /> The proposed project would obtain all necessary permits and reviews as a condition for project <br /> approval. <br /> Impacts <br /> Impact A.1 The proposed project would introduce additional landfill uses to an area <br /> characterized by existing landfill uses,agricultural uses,detention center uses,limited <br /> residential uses and airport uses. (SIGNIFICANT) <br /> 12 4 f agriculturally-used land <br /> The proposed protect would convert approximately 6. acres o agr y <br /> recently purchased from the California Youth Authority(CYA)to landfill-use. Activities on the <br /> proposed CYA expansion area include borrow area for fill cover,siting for administrative <br /> buildings,and a hazardous waste temporary storage area. Approximately 85.6 acres of <br /> agriculturally-used land(including one residence)south of the existing site(Brocchini Property) <br /> would be converted to landfill. <br /> The proposed temporary hazardous waste storage area would be located at the eastern end of the <br /> CYA expansion area,buffered from adjacent Northern California Youth Center lands by the <br /> areas reserved for composting and a materials recovery facility. The temporary hazardous waste <br /> storage area would be used to safely store intercepted hazardous waste before removal from the <br /> site. Hazardous wastes are not accepted under existing or proposed operation of the Austin Road <br /> IH.A.19 <br />
