III. Environmental Setting, Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> The San Joaquin County Airport Land Use Plan restricts the placement of landfills within a <br /> 10,000 foot radius of airport runways serving turbine-powered aircraft. Although recent FAA <br /> orders preclude the development of landfills within 10,000 feet of the end of any turbine aircraft <br /> runway,the Austin Road Landfill pre-dates the FAA order and therefore,is not directly affected <br /> by that order. The landfill's historic performance has been good related to airport activities not <br /> creating hazards to aviation. The purpose of the FAA order is to control the number of landfill- <br /> related birds near any airport. The proposed project would not be expected to attract substantial <br /> numbers of new birds to the area, as the waste stream composition would not change,the <br /> operation would continue to cover fill areas as soon as possible,and use noise-makers and other <br /> devices to discourage bird activity from the site. <br /> The proposed project's Notice of Proposed Construction or Alteration would be submitted to the <br /> FAA,which would then have 30 to 90 days to take comments. As a result of this process,either <br /> mitigation measures would be designed or a Wildlife Management Plan would be required. The <br /> City would also need to prepare a Wildlife Management Plan if a bird strike occurred <br /> (DeAngelis, 1993). Although the FAA does not issue specific permits,the agency would <br /> propose requirements to the City of Stockton. A Wildlife Management Plan would be a one year <br /> study documenting the number and types of animals,including birds, in the vicinity of the airport <br /> and would detail a formal program of measures to control bird activities at the landfill. <br /> Mitigation Measure AA <br /> Identified by this EIR <br /> (a) Request FAA review of the proposed project and,specifically,bird abatement programs. <br /> The project sponsor should abide by any additional reasonable and feasible measures <br /> designed by this agency to mitigate bird population impacts that could be caused by the <br /> proposed project. <br /> (b) Conduct a bird survey before development of the project and monitor bird population after <br /> development of the expansion. If the follow-up survey shows an increase in bird <br /> populations,increase mitigation measures such as covering the fill areas as soon as <br /> possible and using noise-makers and other measures to discourage birds from the site until <br /> bird population levels return to the level found in pre-expansion surveys. <br /> Implementation of either of the above mitigation measures would re <br /> P g duce the potential effects of <br /> Impact A.3 to less-than-significant. <br /> III.A.22 <br />
