III. Environmental Setting,Impacts,and Mitigations
A. Land Use,Plans and Policies
Mitigation Measure A.I.
Identified by this EIR
(a) Implement feasible mitigations to the significant impacts identified in the Noise,Air
Quality and Visual sections of this EIR.
Implementation of Mitigation Measure A.1 would reduce the potential of Impact A.1 to less-
than-significant.
Agricultural Land Uses and Viability
Impact A.2. The proposed project would convert prime agricultural land to industrial use.
(ADVERSE)
The proposed project would convert approximately 218.5 acres of prime County agricultural land
to industrial use. This would not represent a substantial decrease in the amount of prime
agricultural land in the County, but would conflict with goals established to preserve and enhance
such land wherever possible. However, the proposed project fulfills the criteria for acceptable
industrial conversion of agricultural land in the County, thus this impact would be less-than-
significant(refer to discussion of County General Plan,Policies 5, 8 and 10).
Mitigation Measure A.2.
None warranted.
Health and Safety
Impact A.3. The proposed project would expand landfill activities within 10,000 feet of a
Stockton Metropolitan Airport runway. (SIGNIFICANT)
The proposed project would be located approximately 7,500 feet south of the Stockton
Metropolitan Airport runway and would increase the height of the existing landfill. The
proposed maximum height of the landfill would be 150 feet above MSL,which would be within
the 180.5 feet MSL height limit in the Airport Land Use Plan.
IH.A.21
