III. Environmental Setting, Impacts,and Mitigations <br /> B. Aesthetics <br /> Execution of these mitigation measures would minimize any additional light and glare from the <br /> site. The effects would not be significant. <br /> Impact BA. The proposed project could result in an increase of debris and litter along <br /> access roads and at the site during transporting and handling of material. <br /> (SIGNIFICANT) <br /> The litter and debris hauled to and processed at a landfill operation have an inherent <br /> "aesthetically offensive" quality. The proposed project could increase the quantity of these <br /> materials visible along access roads and at the project site. Containment of these materials is <br /> necessary especially in windy conditions. <br /> Mitigation Measure BA. <br /> Proposed as Part of the Project <br /> (a) Refuse would be compacted and covered as soon as possible after deposition to reduce <br /> amounts of blowing litter. <br /> (b) Portable litter control fences would be strategically placed to reduce the amount of blowing <br /> litter. <br /> (c) The working face would be oriented to the downward side of prevailing winds to help <br /> reduce litter. <br /> (d) Periodic inspections would be conducted to collect and contain litter on-and off-site, <br /> including Little John's Creek,portable litter control fences,landfill perimeter fence,the <br /> access and entrance road to the landfill where arriving refuse haul vehicles may cause some <br /> litter,landfill facility buildings,and storm water drainage facilities,such as ditches,berms <br /> and the detention/sedimentation basins. <br /> Implementation of these measures would reduce the impact to a less-than-significant level. <br /> Impact B.5. Excavating,mo_ving�and depositing soil for daily cover could create excessive <br /> dust and haze in the vicinity of the project. (SIGNIFICANT) <br /> The proposed expansion of the landfill facility could generate dust over a wider area than that of <br /> the existing landfill operation,particularly during windy and dry conditions. Movement of soil <br /> from the "borrow" areas to the active landfill areas would contribute to dust conditions <br /> throughout the lifetime of the project,as would operating truck and heavy equipment on dirt <br /> roads. <br /> III.B.17 <br />
