III. Environmental Setting, Impacts,and Mitigations <br /> B. Aesthetics <br /> Mitigation Measure B.S. <br /> Proposed as Part of the Project <br /> i <br /> (a) Unpaved roadways and other disturbed,unvegetated areas of the site(not including the <br /> active area of the landfill)would be sprayed with water and dust-suppressing chemicals, <br /> for dust control as necessary. <br /> (b) The main access road would be paved. <br /> (c) Trucks and loaders would be prevented from dumping materials at heights greater than the <br /> minimum necessary to ensure clearance. <br /> (d) Vehicle speeds would be kept low on unpaved roads. <br /> (e) Routine maintenance of roads would be conducted. <br /> (f) The amount of disturbed,unvegetated area would be minimized. <br /> Implementation of these mitigation measures would render the impacts of project-generated dust <br /> and haze to a less-than-significant level. <br /> Impact B.6., The proposed project would entail the removal of mature oak trees from the <br /> site. (SIGNIFICANT) <br /> Elimination of mature oaks on the project site would remove an important element of positive <br /> scenic quality. Visual amenities on the project site are limited. The City of Stockton and the <br /> County of San Joaquin have policies and ordinances protecting valley oaks and heritage trees as <br /> significant visual and wildlife resources. For a detailed discussion of the impact and mitigation <br /> measures, and residual impact, refer to Impact F.2. and Mitigation Measure F.2. <br /> CUMULATIVE IMPACTS <br /> Impact B.7. The proposed project would contribute cumulatively to the disruption of the <br /> physical arrangement of the surrounding community. (SIGNIFICANT) <br /> The operators of the adjacent Forward,Inc.Landfill are proposing to set its maximum fill height <br /> at 210 MSL(San Joaquin County, 1992),which would exceed the proposed maximum height for <br /> Austin Road Landfill by 60 feet. There are, and would be,no other landscape feature of <br /> comparable scale to these projects. Because of their proximity to each other,the Austin Road <br /> Landfill and the Forward,Inc.Landfill may be perceived as a single massive landscape feature at <br /> III.B.18 <br />
