III. Environmental Setting, Impacts, and Mitigations <br /> C. Community.Services and Utilities <br /> current operating conditions until approximately 2013. After the year 2013 waste volumes and <br /> related truck traffic would increase due to population growth. Additional truck traffic would also <br /> be generated by tankers hauling leachate from the site to the Stockton Municipal Utility District <br /> wastewater facility for treatment and/or trucks importing soil. None of these would be a <br /> substantial increase over existing truck traffic and therefore would not be expected to <br /> significantly effect the City,County,or State police services. <br /> Mitigation Measure C.I. <br /> None warranted. <br /> Impact C.2. The proposed project would expand the boundaries of the existing landfill, <br /> thus increasing the area that must be secured for crime-prevention and safety reasons. <br /> (ADVERSE) <br /> The proposed project would increase the area of the landfill operation from a current area of <br /> approximately 187 acres by 218.5 acres to a total of approximately 405.5 acres. The proposed <br /> project site would contain buildings,tools, and heavy equipment,similar to what is currently on <br /> site,that could be targets for theft and vandalism. Based on the history of the existing site <br /> needing a relatively low level of police services,it is expected that this would not change with <br /> the project. <br /> Mitigation Measure C.2. <br /> Proposed s Part of this Pr 'ec <br /> However,in order to maximize security on the site,the following steps would be followed: <br /> (a) the landfill operator supervisor would be responsible for providing overall site security <br /> during normal working hours; <br /> (b) all areas and facilities,other than those expressly designated for use by haulers,shall be <br /> considered as restricted areas; <br /> (c) the landfill shall have a perimeter barrier or topographic constraints designed to discourage <br /> unauthorized entry by persons or vehicles; <br /> (d) areas within the site where hazardous or suspected hazardous materials are stored shall be <br /> separately fenced and properly identified; <br /> III.C.5 <br />
