III. Environmental Setting, Impacts,and Mitigations <br /> C. Community Services and Utilities <br /> (e) the entrance to the site must have a lockable gate,and must be locked outside of the usual <br /> operating hours;and <br /> (f) salvaging and scavenging would be prohibited at the landfill,except for the salvaging of <br /> white goods at the active facie by landfill personnel in accordance with the requirements of <br /> the City's Source Reduction and Recycling Element(SRRE). <br /> Implementation of the measures above would further reduce this impact. <br /> Impact C.3. The proposed project would increase the landfill area and extend the lifetime <br /> A p P <br /> of the landfill operation,thus increasing the potential for fire or medical emergencies on <br /> the site over the duration of the operation. (ADVERSE) <br /> Because the existing landfill site has a history of relatively few fires and medical emergencies, <br /> and because the proposed project would not substantially increase the rate of the filling <br /> operation,fires and medical emergencies would not be likely to increase substantially. <br /> Therefore,it is expected that the project would not significantly effect the City Fire Department. <br /> Moreover,the lining of the landfill would facilitate the controlled removal of landfill gas, <br /> decreasing the possibility of methane explosions or fire. Fire response times at the landfill would <br /> not change,but would be expected to decrease upon construction of the new station proposed <br /> between Airport Way and Highway 99. <br /> The proposed project would substantially increase the volume of refuse disposed at the landfill <br /> site,thus increasing the potential for fire or medical emergency over the lifetime of the landfill <br /> operation. Fire,health and safety measures would be instituted as part of the proposed project to <br /> minimize potential problems. Included among these are a Fire/Explosion plan,Landfill Surface <br /> Fires plan,Landfill Subsurface Fires plan, and Equipment Fires plan,along with a general Fire <br /> Response Procedures plan,that would be established and followed by all landfill personnel. The <br /> plans include preventative maintenance,emergency procedures and decision-making information <br /> to determine fire-types and courses of action. Current practices of supplying all equipment with <br /> portable extinguishers,training all equipment operators in fire fighting techniques, and using <br /> bulldozers and water trucks to fight fires would be continued under the proposed project <br /> (R.W. Beck and Associates, 1992). <br /> Health and safety procedures instituted under the proposed project would include guidelines for <br /> all landfill personnel and contractors working at the site. In addition personnel would be <br /> required to comply with all OSHA,CAL-OSHA and City safety standards. <br /> III.C.6 <br />
