III. Environmental Setting, Impacts,and Mitigations <br /> D. Transportation and Circulation <br /> the accuracy of the Caltrans accident data is limited to the reporting levels of the law <br /> enforcement agencies providing accident reports. Caltrans estimates that it receives reports on <br /> 100 percent of all fatal accidents,90 percent of injury accidents,and 40 percent of property- <br /> damage-only accidents occurring on State highways. <br /> On Austin Road,between Mariposa Road and French Camp Road,nine accidents were recorded <br /> during 1990 through 1992 for a three-year average of three accidents per year. This 5.5-mile <br /> roadway segment,with 2.21 accidents per MVMT,exhibits an accident rate lower than the <br /> statewide average of 2.51 accidents per MVMT. <br /> On Mariposa Road,between Austin Road and SR 99, 12 accidents were recorded during 1990 <br /> through 1992,with one fatality,for a three year average of four accidents per year. This <br /> three-mile roadway segment,with 0.50 accidents per MVMT,exhibits a considerably lower <br /> accident rate than the statewide average. <br /> On French Camp Road,between Austin Road and SR 99, 15 accidents were recorded during <br /> 1990 through 1992,with one fatality,for a three year average of five accidents per year. This <br /> two-mile roadway segment,with 2.36 accidents per MVMT,exhibits a lower accident rate than <br /> the statewide average. <br /> IMPACTS AND MITIGATION MEASURES <br /> ,Significance Standard <br /> According to CEQA standards,a project that would cause an increase in traffic that is substantial <br /> in relation to the existing traffic load and capacity of the street system is considered to have a <br /> significant adverse impact on the environment. The minimum acceptable level of service in areas <br /> of San Joaquin County outside of a City's sphere of influence is LOS C. Because the study <br /> intersections and roadways are within the City of Stockton's sphere of influence,however,the <br /> City's level of service objective of LOS D was used to identify significant adverse impacts. For <br /> purposes of this EIR,a substantial degradation of the pavement quality or a substantial increase <br /> in roadway maintenance services demand was considered to cause a significant impact. Also,if <br /> travel on project area roadways were made less safe because of the project,the project impact <br /> would be considered to be significant. <br /> HI.D.6 <br />
