III. Environmental Setting,Impacts,and Mitigations <br /> D. Transportation and Circulation <br /> Future Without Project Conditions <br /> The analysis of future conditions without the project(i.e.,future base conditions)reflects <br /> projected increases in vehicular traffic resulting from identified projects and background <br /> (non-project-specific)traffic growth in the area by the analysis(2005) year. There is one <br /> identified project that would add traffic onto study roadways--expansion of the Forward,Inc. <br /> Landfill adjacent to the project site. The Forward,Inc. Landfill project would modify landfill <br /> operations to,among other things,allow an increase in the daily tonnage to be accepted at the <br /> landfill, and permit expansion of the existing transfer station on the site. Analysis of the <br /> proposed expansion of the Forward, Inc.Landfill indicates that approximately 820 new daily <br /> vehicle trips-ends(vte)would be generated,of which about 234 new vte would occur during the <br /> a.m.peak hour(San Joaquin County, 1993). Trucks would account for about 740 of the new <br /> daily vte and about 228 of the new a.m.peak-hour vte. <br /> The County's Multi-County Traffic Model(using General Plan land use projections)forecasts <br /> development patterns in the greater area surrounding the project site to increase traffic volumes <br /> on Mariposa Road by less than one percent per year over the next 20 years;traffic increases were <br /> not predicted for French Camp Road or Austin Road by the traffic model(San Joaquin County, <br /> 19,93). <br /> The addition of increased Forward,Inc.Landfill traffic would raise the percentage of trucks on <br /> project area roads by about 70 percent(Austin Road,north of the landfill);40 percent(Austin <br /> Road, south of the landfill); 35 percent(Mariposa Road, west of Austin Road); and 15 percent <br /> (French Camp Road,west of Austin Road). <br /> Future Without Project Traffic Operations <br /> For analysis of Future Without Project(2005)conditions,existing traffic volumes at the study <br /> intersections were adjusted to reflect the following factors: <br /> • Increased through volumes on Mariposa Road(background growth of one percent per <br /> yea'); <br /> • Increased traffic generated by the expanded Forward,Inc.Landfill;and <br /> • Eliminated traffic generated by the Austin Road Landfill,accounting for the fact that if the <br /> project were not approved,current landfill capacity will be exhausted,and the permitted <br /> landfill will be closed,in 2007. <br /> III.D.7 <br />
