III. Environmental Setting, Impacts,and Mitigations <br /> D. Transportation and Circulation <br /> As was the case for analysis of existing conditions,projected turning movement volumes were <br /> adjusted to account for operational characteristics of the high percentage of trucks that have a <br /> greater effect on traffic flow than do passenger cars. Traffic volumes were converted to <br /> passenger-car equivalents(PCE)by equating each truck to two passenger cars. As described in <br /> the Setting,this is a conservative adjustment because the 2.0 PCE adjustment factor is for heavy <br /> trucks,and there is a mix of medium and heavy trucks on study roadways. Under 2005 future <br /> scenario without project conditions,traffic operations for the northbound left turns from Austin <br /> Road to Mariposa Road would deteriorate from LOS A to LOS D during the am. peak hour. <br /> There would be a noticeable increase in delays experienced by drivers wishing to make this <br /> movement,but the level of service would still be no worse than the City of Stockton's minimum <br /> acceptable service level. The westbound left turn from Arch Road to Austin Road would degrade <br /> from LOS A to LOS B,and all other movements at the study intersections would remain at <br /> LOS A.
