S. SUMMARY <br /> A. PURPOSE OF THIS ENVIRONMENTAL IMPACT REPORT <br /> The City of Stockton proposes to expand the Austin Road Landfill horizontally and vertically,on <br /> property it owns and on property it proposes to acquire. The project also includes the relocation <br /> of the North Branch of the South Fork of Little Johns Creek to the north and west of the existing <br /> landfill. The relocated creek would be lined with an impermeable membrane with a soil cover to <br /> provide continued vegetative and wildlife habitat in the creek channel. The City of Stockton <br /> Department of Public Works would oversee the construction of the project and future landfill <br /> operations. The City of Stockton Department of Community Development Planning Division <br /> has prepared this Environmental Impact Report(EIR)to assess the impacts of construction and <br /> operation of the proposed expansion,and to evaluate alternatives to the project. The independent <br /> analysis of project environmental effects in this EIR is intended to serve the following purposes: <br /> • to satisfy the California Environmental Quality Act(CEQA); <br /> • to inform the general public,the local community,and responsible and interested public, <br /> agencies of the nature of the proposed project,its possible environmental effects,possible <br /> measures to mitigate those effects, and alternatives to the proposed project; <br /> • to enable the City of Stockton Department of Community Development Planning Division <br /> to consider the environmental consequences of the proposed landfill expansion when <br /> reviewing and recommending on certification of EIR,prezoning,reviewing General Plan <br /> conformity, and approving Location and Development Plan; <br /> • to enable San Joaquin County Public Health Services to consider the environmental <br /> consequences of the proposed landfill expansion when deciding whether to grant a Solid <br /> Waste Facility permit;and <br /> • to determine environmental impacts of the proposed property acquisitions. The Brocchini <br /> parcel would be acquired with this project. <br /> B. SITE LOCATION AND EXISTING USES <br /> The existing permitted landfill is 187 acres(Assessor's Parcels 201-060-01 and 05)located west <br /> of Austin Road,about 8,000 feet south of Arch Road. The landfill would expand horizontally by <br /> 218.5 acres. The 218.5-acres are divided into three parcels; 126.4 acres north of the current <br /> S.1 <br />
